The Eurail Pass can be used by residents of any country outside of Europe.
For example: the USA, Canada, Australia, South Korea, Japan, South Africa, Brazil, Mexico, Argentina, Singapore, China, India or Hong Kong. Complete list of countries eligible for Eurail.
You are considered to be a resident of a country if you have been living in this country for longer than 6 months (on the first day on which you use the Eurail Pass). The train staff could check your residency in your travel documents (passport, visa), so always bring these documents on the train.
European residents are not allowed to travel with a Eurail Pass. They can travel with an InterRail Pass instead, which can be obtained through InterRailNet.Com.
