No, the Eurostar high-speed train connecting London with France and Belgium isn't included in the Eurail pass. However, Eurail travelers can get a discount known as the 'Passholder' fare.

Conditions
All fares are subject to availability and the Eurail pass must be valid in either the country of departure or the country of arrival.
Your Eurail pass does not have to be activated before you board the Eurostar train on your first trip.
